Scope and Objectives
The primary scope of this audit was to determine the project's readiness for the CD-2, Approve Performance Baseline, recognizing that CD-2 is still several months away, and that all the requirements have not yet been satisfied.
The performance objectives and criteria for this audit were taken from DOE O 413.3, Program and Project Management for the Acquisition of Capital Assets, Attachment 1, Contractor Requirements Document, the DOE M 413.3, Project Management for the Acquisition of Capital Assets (guidance only), and the DOE document Environmental, Safety, and Health (ES&H) Considerations for Planning and Review SC Projects (CD-1 and CD-2). They are listed in attachment 1 of the Audit Report.
