Reiersen Subject: Meeting Minutes of the NCSX ACC A "Kick-off" meeting of the NCSX Activities Coordination Committee (ACC) was held on Monday, October 4 at 10AM. Attending were committee members D. Barnes, H. Carnavale, L. Deitriich, C. Gentile, and J. Makiel. Also attending was W. Reiersen. *********I would like to schedule a follow-up meeting of the ACC committee members next week, either Tuesday at 1:30, or Thursday at 10:00 or 1:30. Please let me know your availability ASAP. Note, this is NOT the first review, but a committee discussion on process.********************* The purpose of the meeting was for C. Gentile, ACC chair for NSTX, to brief the NCSX Committee on the charter, role and responsibilities of an ACC. W. Reiersen briefed the committee on the expectations of the project for the committee. Charlie distributed ES&HD 5008 Section II, Chapter 2, Safety Certificate System. This document commissions the ACC as an independent committee appointed by and reporting to the ES&H Executive Board. The committee is to review High Hazard activities and make recommendation to the ES&H EB regarding the issuance of Safety Certificates for such activities. The ACC, operates in a "positive" fashion, working with the project to identify safety items and assure that they are fixed, such that there are no last minute surprises. The ACC focuses on people safety and machine safety. In addition to researching specific safety related items and reviewing all relevant documentation, the ACC performs a physical walkdown of the activity from the beginning to end of the system. The ACC writes a report on their findings ( not focusing on those items that have subsequently been fixed) and makes a presentation of their recommendations to the ES&H EB. Wayne/NCSX would like the ACC to review several activities that are classified as "moderate hazard" and to report to the project for these activities. The project currently has in mind 5 specific "moderate hazard" activities for the committee to review. There are 1) Stations 2 and 5 of the Coil Winding Facility (for winding Prototype coils)- to be reviewed in October 2004 2) Stations 1,3 and 4 of the Coil Winding Facility for Production Coils- May 2005 3) Coil Test Facility (in Test Cell basement)- Jan. 2005 And tentatively 4) Resa Facility for TF Coil Winding - TBD, spring 2005 Also 5) Review of Infrastructure for Test Cell - 2006. Wayne will produce a charter for the first activity review, recognizing that the committee is independent and had the liberty to review more than is suggested in the charter. After receiving the charter, a meeting of the ACC and/or initial review will be scheduled. (Subsequently, on October 7, Wayne did issue a charter with a date suggested for the initial review, however the suggested date/time of 1:30 on October 15 will be rescheduled. It is suggested that ACC members attend the Twisted Racetrack Coil FDR the morning of October 15.)
