Procedures
and Best Practices |
All work
activities associated with the NCSX Project must be performed in accordance with
Princeton Plasma Physics Laboratory (PPPL) Engineering
and ES&H Procedures and Directives and best safety practices.
These include:

Integrated
Safety Management (ISM). All work activities will be completed using the
guiding principles of ISM. This
is an adopted DOE approach to doing work safely. All personnel involved will
be trained to using this approach. (Reference document PPPL's
ISM)

National Environmental
Policy Act (NEPA). All work activities must be evaluated for potential
impacts on the environment and on the safety and health of PPPL workers and
the public. Activities not covered under the DOE-approved NCSX
Environmental Assessment (DOE/EA-1437) must undergo NEPA Review under PPPL
procedure ESH-014 (Reference document ESH-014
"NEPA Review System").

Job
Hazard Analysis (JHA). Line managers and workers will generate JHAs to
identify existing or potential workplace hazards and to evaluate the risk of
worker injury or illness associated with job tasks. A JHA will be generated
for all work activities associated with the preparation, fabrication and
assembly of the NCSX device. (Reference document ESH-004

Work
Planning (WP). This procedure is used to plan the anticipated
requirements of a job, to define the scope of work, to perform hazards
analysis, to provide for all environmental, safety, and health issues as
part of the work planning and review process, to establish procedural and
testing requirements, to make other determinations as necessary, and to
provide clear approvals indicating ownership of the work. It is one of the
systems that implement the requirements of P-001
"Graded Approach". (Reference document ENG-032

Installation
Procedures. Procedures will be generated for the installation and
removal of all major components and systems. These procedures will be
generated, reviewed and approved in accordance with Engineering procedure ENG-030
“PPPL Technical Procedures for Experimental Facilities”.

Safety
Procedures. All work will performed in accordance with PPPL ES&H
Directives and Procedures.

Pre-Job
Briefings. Pre-job briefings are held prior to the start of any new work
activity. The purpose of the
briefing is to discuss specific work activities, responsibilities of the
participants, a review of the JHA/safety issues, and to respond to all
questions and concerns. The
participants at these briefings should include all individuals who will be
involved with the activity including lead technician, field crews, and
supervisors. Representatives
from construction safety, Industrial Hygiene, Health Physics and Quality
Control should be included as required.

Post-Job
Briefings. A post-job briefing is held at the conclusion of a work
activity. The purpose of the
briefing is to discuss the completed work activities.
It should include lessons learned including technique problems,
improvements and safety related issues. The participants at these briefings
should include all individuals involved with the completed activity or
procedure. It should include the lead technician, field crews, and
supervisors. Representatives
from construction safety, Industrial Hygiene, Health Physics and Quality
Control will be included as required.

Training.
Training of personnel is a key to completing the NSCX field work safely.
Courses should be offered for all personnel, instructing them in the
proper use of tools and equipment; personal protective equipment (PPE); and
general laboratory policy and safety requirements.
In
FY03, we began field work in several areas.
Legacy equipment is being checked out.
Areas are being cleared. In-house
winding R&D is scheduled to begin. Before any field work begins, we must address how we are going to assure that the work is conducted safely,
including how we will implement PPPL Procedures and ES&H Safety Directives.
