 The following critical issues were discussed:
 
 
      
        ID
        #82-2.  System Analysis Tasks.  The list of needed tasks and
        task leaders has been developed. The cost and schedule are being worked.
         The cost to complete needed FY-04 tasks may exceed original
        estimates.  ACTION: Wayne to incorporate plans and updated
        estimates into FY-04 WAFs by Feb. 6.
      
        ID
        #82-2.  Vacuum Vessel shell geometry.  Physics needs the final
        PFC surface geometry to evaluate adequacy of plasma-wall gaps. However,
        the geometry may yet have to be modified to resolve the field-period
        assembly interference issues. RESPONSIBILITY: Brooks.
      
        ID
        #12-2. Vacuum Vessel Port Geometry.  It was decided to hold a peer
        review of the port arrangement, inviting all the stakeholders (e.g.
        Diagnostics, ICRF) to attend and “speak now or forever hold your
        peace,” Brad has scheduled a peer review for this Thursday, to be
        chaired by Larry Dudek. 2.  Job Status report
 
      
        It
        was noted that the performance indices for April through December, 2003,
        were SPI=0.95, CPI=0.96. These remain above the red flag threshold of
        0.90 but have slipped significantly since the preceding month from 1.00
        and 1.01, respectively.
      
        It
        has been agreed that future-month plans and estimates of current-year
        WAFs  can and will be modified to keep them current without
        requiring an ECP. This will ensure that month-to-month performance is
        tracked against a relevant baseline.
      
        The
        January job status meeting will be held Friday, February 6.  Ron
        will issue the call for input and arrange the meeting. 3.  Planning for next Lehman Review and CD-3
 Hutch met with DOE personnel on Monday afternoon to discuss the review
    requirements for CD-3. The conclusions were:
 
      
        The
        next NCSX Lehman review will be June 8-9 or 9-10.  Note that this
        follows the Final Design Reviews of the modular coil winding forms and
        vacuum vessel, scheduled for about May 20.
      
        The
        June Lehman review will have two objectives: 1)to serve as the
        Independent Project Review required for CD-3, and 2)to serve as the next
        semi-annual SC project review of NCSX addressing overall project
        performance.
      
        CD-3
        approval will be targeted for July, in order to support the project’s
        schedule for awarding production contracts starting in August. SIT members are asked to report any conflicts with these dates as soon as
    possible.
 
 4.  CD-2 preparations
 
 
      
        The
        CD-2 baseline was revised to incorporate some of the larger FY-04 cost
        growth items into the base estimate. These items totaled about $1.2M and
        were covered by reducing contingency. Contingency stands at 26% of work
        to go.  A larger number of smaller puts and takes affecting nearly
        all WBS elements, but with a smaller total, will be covered in the
        follow-up ECP.
      
        The
        Project Execution Plan has been updated to incorporate the revised cost
        and schedule baseline, new CD-4 criteria, and project objectives
        narrative. It has been issued for signature. Responsibility: Bob

        The
        EIR tracking log has been updated to reflect additional completed items.
      
        Greg
        Pitonak’s draft presentation and the CD-2 approval memo has been
        issued for comment.
      
        The
        CD-2 ESAAB, to be chaired by Anne Davies, is scheduled for Feb. 3 at
        3:00 p.m.  All preparations are on track. 5.  Next SIT Meeting: There will be no SIT Meeting on February
    2.  The next meeting is scheduled for Monday, February 9, 2004, at
    11:00 a.m.
