System Integration Team (SIT) Meeting of Monday, July 12, 2004
1.
WBS 1 Cost and Schedule Control
- Updated work plans for the
next 6 months have been received from job managers for WBS 12, 13, and 14.
The submissions comprise an integrated work plan up through the start of
production coil winding.
- Issue: as submitted, the
plans contain significant cost growth, mostly in the form of engineering
labor, which would thus translate into schedule delays, since resources are
limited.
- About $460k of the cost
growth was covered using the budget freed up by eliminating the full-scale
prototype winding activities and full-scale assembly mockups. See ECP-04-09.
- The planning effort will
continue for the remainder of July, concluding with a follow-up ECP to make
the baseline consistent with the plans. The planning activity has two
parts, which must work together closely:
- A review of the submitted
plans and iteration with the job managers with the goal of minimizing cost
growth. Responsibility: Wayne to lead, and pull in help from
others.
- Incorporation of the new
tasks into a revised resource loaded schedule, to quantify the cost and
schedule impacts, subject to limits on available resources at PPPL and ORNL.
Responsibility: Ron.
- A status report will be
given at the July 19 SIT Meeting. Wayne,
Ron.
2. WBS 4 Cost and
Schedule
- The contract being awarded
for D-to-C-site cable support towers and cable trays exceeds the amount
budgeted by about 15%. Action: Bob initiate an ECP requesting
contingency to cover it, ASAP.
3. Twisted Racetrack
Reviews (Wayne)
- Two reviews of the twisted
racetrack coil (TRC) are currently planned, in preparation for winding the
coil:
- A final design review
(FDR). The purpose is to ensure that the technical aims of the TRC activity
are clearly understood by all participants, and the design and plans fully
support those aims.
- A fabrication readiness
review (FRR). The purpose of the FRR is to ensure that the facilities
and procedures are ready to begin the winding and test activities, with
emphasis on safety. It is planned that the review will be conducted by a
standing Activity Certification Committee, which will be appointed by the
Engineering Dept. to conduct readiness reviews for NCSX activities and
facilities.
- The necessity for the FDR
has been questioned due to concerns about the resources that will be required
and potential conflicts with other tasks scheduled at the same time. Could its
purpose be served equally well some other way, at less cost? Wayne will
address this issue as part of reviewing the WBS re-planning submissions.

Safety
- We discussed an accident
involving injury that occurred recently on another project at PPPL and which
is currently under investigation. A failure to communicate a hazard
identified by one group of workers to a subsequent group of workers on the
same job in the same area appears to have been a contributing factor. We
will carefully study the findings and lessons-learned from this occurrence
when they become available, since we are planning jobs that have the potential
for the same kind of failure.
5. Critical Issues
The following
item from the critical issues list was discussed:
- 82-3, Metrology. The
metrology issue needs to be addressed in the context of a comprehensive,
project-level strategy and plan for how we are going to achieve our
construction accuracy requirements. We have procured some equipment but
do not yet have an adequate project-level plan. The urgency for such a
plan derives from the fact that we will soon be prototyping our coil winding
procedure on the twisted racetrack, measuring prototypes, and designing
assembly tooling. There is an opportunity to learn from W7-X, including recent
work and a planned review the 3rd week of August. Action: Hutch follow
up.
