System Integration Team (SIT) Meeting of Monday, February 28,
2005
1. Project Spending and Schedule
Performance Issues
- We are developing an action
plan aimed at trying to increase the pace of work accomplishment this fiscal
year. Responsibility: Wayne.
- Wayne identified candidate
actions that are being pursued. Some of these are scheduled for this year
already but we have not yet secured the resources. Wayne will develop a list
of proposed spending plans, identifying the needed resources (PPPL staff, ORNL
staff, M&S), to discuss with PPPL management later this week. Under
discussion:
- WBS 2, 6, 4: Dudek and
Ramakrishnan asked to identify in-scope work they could accomplish now.
- WBS 13: Acquire TF
tooling and conductor.
- WBS 18: VV prep
station tooling and fixtures.
- WBS 12: VV tubing,
brackets, and supports FDR ~May 1. Insulation FDR in July.
- WBS 3: Design and
fabricate e-beam mapping apparatus. Not critical, but perhaps a match with
available resources.
- WBS 7: Test cell
prep.
- WBS 2: TVPS
equipment (in time to support Major Tool testing needs). Vacuum pump
duct design.
- WBS 4: Coax
cables

Decisions
- Dimensional Control Job has
been created within System Engineering. Reports to Wayne. Brent Stratton is
Job manager.
- TF make or buy decision was
re-opened in light of flat funding guidance, which relaxes the competition for
resources with the modular coils. Decided to build in-house. (Reduced
quality risk, more flexibility to manage resources).
- VV Weld R&D program
(Brad); Good progress made with small-sample tests. Should be able
to reduce scope of full-scale tests, but fit-up tests are still thought to be
needed. Brad, Address as part of ETC update (input due to Ron
this week). Hutch, talk to Viola about arranging further
discussions with Major Tool concerning field weld
issues.
3. Safety and Work
Planning
- Good response on hazard
awareness and visitor mgt. improvements.
- Wayne is working to
see that every job (w/ possible exception of LOE management jobs) has a W.P.
In the system.
4. Cost & Schedule
Management
- An ECP is being prepared to
adopt more realistic schedules for near-term jobs, and make some budget
changes. Ron has the lead on preparing the ECP. Hutch to
preview with Federal Project Director. Current
plan:
- VVSA fabrication
schedule, based on Major Tool’s latest schedule.
- TF Final design schedule.
(Preliminary design risks retired; final design schedule clarified.)
- Test cell prep schedule
- Field period assembly
tooling design schedule
- Dimensional control task
(budget for new work)
- Project management
(budget to cover FY-04 cost variances)
- A more comprehensive ECP
will be prepared to cover re-baselining of the project in response to the new
DOE funding guidance. It will need to be approved by Anne Davies.
Hutch to work with DOE to ascertain what is needed in the way of
backup.
- February job status meeting
will be this Friday, March 4, starting at 8:30. Ron to arrange.
Job managers will be encouraged to come well
prepared.
