Subject: Summary of NCSX SIT Meeting of
4/17/06
Summary of NCSX
System Integration Team (SIT) Meeting of Monday, April 17,
2006
1. Management items
- ETC Update in preparation
for Lehman review.
- Current status is that we
have a remaining budget of $37.3M for work and $8.7M (23%) contingency.
However we have $1.7M of variances plus $2.2M of estimate growth at this
time.
- Subsequent to the
meeting, it was determined that an additional iteration to identify further
work reductions was required. The project office issued a memo to job
managers setting reduction targets and scheduled meetings for the afternoon
of April 19 to review job managers’ reduction proposals and their attendant
impacts on performance and risk. The SIT members are asked to support the
job managers in completing this exercise.
- At the Lehman review, we
expect to request a contingency transfer in an amount less than the
total variances and ETC increases. We will have to decide where to
apply additional budget. (Hutch) This will keep the contingency from
dropping to an unacceptably low percentage at the risk of higher variances
in the next few months.
- Update of past Lehman
Review Recommendations
- Trim coils (200511-07):
we are working to establish a minimum-scope design to satisfy CD-4
requirements. We will not close this item at this time, as there is no
urgency to do so.
- FPA tooling development
and safety (200511-08): Report at this Lehman review will emphasize
Station 1, including safety considerations, ACC review, and critical lifts,
if any.
- Continuity of engineering
leadership (200511-12): Hutch will report on this at the Lehman
review. Action: Brad and Phil submit their NCSX-ITER transition plans to
Hutch by 4/25.
- Ray Orbach visit to PPPL,
April 25
- Orbach has requested a
tour of NCSX manufacturing facilities as part of his visit. We will update
our poster displays in the MF and develop key talking points for the
meeting. A “dry run” of the posters, tour plan, and talking points
will be held Thursday 4/20 at 10:30. John DeLooper is coordinating the
event for the lab. Mike Z. will lead the preparation of posters.
Wayne will work with Larry and team to ensure that the
MF and activities in progress make a good impression on
Orbach.
- PPPL Laboratory Management
Review, April 28
- Ron will make the NCSX
presentation. Wayne, Phil, and Mike Z. are requested to provide
timely input.
2. Risks
- Completing modular coil
design deliverables. (Brad)
- Numerous Type A modular
coil deliverables have been completed in recent weeks, under Dave
Williamson’s leadership.
- Type B modular coils are
still outstanding but are believed to be well in hand.
- Next big campaign is
coil-to-coil interfaces. Support bladders are seen as a cost risk and will
be a focus of design efforts.
- Shear plates engaged by
studs shot onto the MCWF flange surfaces is the design solution for handling
MC shear loads. It avoids having to modify the MCWF contract. It
eliminates the dependence on friction and its attendant uncertainties, which
would not be the case if the coils were allowed to
move.
- MC lead joint.
(Wayne)
- Soldered connection of
the lug to lead block has been adopted as the solution to high or variable
joint resistance. A peer review will be conducted April 24. Charlie
Neumeyer will chair.
- Completing VV design
deliverables. (Brad)
- An FDR of the thermal
insulation is planned for April 27.
- Boots are seen as a cost
risk and will require further design
effort.
3. Project Control
(Ron)
- March cost-performance data
has been analyzed. Current CPI and SPI are both 0.96. A review of the
cost-performance report is scheduled for Tuesday, April 18 at 11:00.
PPPL participants will meet in Hutch’s office and we will use the SIT
teleconference number.
- Jim and Brad are asked to
review ORNL budget needs for the rest of the FY. Ron’s analysis was
provided.
