Summary of NCSX On-Site Fabrication Meeting of
Tuesday, August 8, 2006
1. Cost Trends and
Issues
- We reviewed the latest cost
tracking charts (8/3/06) and made the following
observations:
- Significant uptick in
A1 costs (through stud installation) compared to the recent C’s.
- Noticeable upward trend
in recent Type C costs.
- Large jump in shop &
“other” tech. support hours (other than the winding crew) in July (400 hrs.)
relative to May and June (~150 hours) and budgeted amounts (~120 hrs.)
- Unbudgeted winding crew
tasks continue. For example,Type C cladding and chill plate re-work, C1
repairs and test prep.
- We discussed various
hypotheses to explain the adverse cost trends.
- “Learning curve” penalty
on A1 (certainly a factor).
- Inefficiencies and
activity stretchout due to sub-critical staffing on A1? (We have not
made much progress for the amount of time we have been working on it.
Staffing has been off and on.)
- Inefficiencies on the
recent C’s due to new and inexperienced staff? (If so, should see
improvements as new staff gain experience.)
- Inefficiencies due to
“logjams” in the facility? (If so, should see improvements once the
new winding fixture is installed.)
- Follow up
actions
- Closely monitor
operations to determine whether the above hypotheses are valid, and if
corrective measures are needed. Larry, Mike W.
- Move ahead with the new
winding fixture ASAP. Larry, Ron.
- We are not ready for
additional technician hires at this time. Re-visit in September.

- Determine the cause of
unbudgeted work trends, and the jump in shot and other tech. hours.

- We are falling further
behind, in spite of recent staff increases. C4 and C5 are about 13 days
behind, A1 about 8 days behind. Why?
