Summary of NCSX On-Site Fabrication Meeting of
Tuesday, September 19, 2006
1. Cost and Schedule Trends and
Issues (9/15/06 data)
- Cost trends on Type A’s
show evidence of a learning curve similar to Type C’s, but cheaper. So
far, A1 is costing less than C2; A2 costing less than C3.
- Schedule forecasts for
critical path milestones (winding of C5, A1, and A2) have not slipped further
since last review.
2. Status of measures to improve
performance
- New hires are up to speed
and performing well.
- One of the winding techs.
will be transferred to another activity in the Lab. We decided to hire a
replacement.
- The hardware for the new
fixture is expected in early October. We will proceed with installation
activities as soon as money is available (October). Goal is to have the new
fixture installed and operating by December, sooner if possible.
- We support the immediate
purchase of a new $2.8K instrument for resistance testing. Agreed that
we will cut back on OT for non-critical-path activities (e.g. VPI of C5) the
rest of this month to offset the spending against FY06
budget.
3. Coil testing
- Consensus agreement that we
will use the completed NCSX machine to make the measurements needed to
validate our structural analysis models, and not test C5. The value of
testing an isolated coil is limited and does not justify the cost. We do need
to qualify instrumentation for the machine and improve cryostat cooling
performance.
4. Safety: Follow-up on NCSX actions
form the ISMS review
- We are updating our long
procedures to capture the important step-by-step safety notes, and our JHA’s
to refer to the procedures and make the signatures recognizable.
Action: Larry follow up.
- Other items from the ISMS
review: Jim or Larry, please reply so we can close out these
items.
- All JHA’s to be reviewed
for completeness. Status?
- Safety controls for
hydrostatic and pneumatic testing, including those required by ENG-014, to
be incorporated into Procedure –004. Use due diligence in safety review of
the test setup. Status?
- Autoclave
safeing/unsafeing requirements, including LOTO, to be detailed in new
autoclave access procedure. JHA updated accordingly.
