This actually looks like it makes sense. I plotted your results (see attached). Can you document this in greater detail including the test setup etc. and include it in your MPO. Are you ready to do the ring testing and impulse testing? I would like for you to move ahead with the ground wrapping asap.

Here are the testing results on the actual coil ;
Voltage Across Coil Leads Voltage on One Turn Coil Current Turn To Turn Short
with 750ohm betwn leads of Growler Primary (amprobe around 12 turns) Resistance
749V 67.4 1.753 10 ohms
752V 67.4 1.285 50 ohms
751V 67.4 1.213 100 ohms
751V 67.4 1.186 200 ohms
750V 67.4 1.179 250 ohms
749V 67.4 1.176 300 ohms
750V 67.4 1.171 350 ohms

The test results were not very sensitive to the location of the coil in the Growler but we fixtured it in place anyway. The same is true of the location of the amprobe around the coil.
Here are the test results of the 12 turns of lead wire wrapped around the Growler that we gave you over the phone a few days ago;
