I propose re-allocating the money set-aside for this work ($39.5k) to cover the added scope to the MTM VVSA contract for the purchase of the Trinos flanges ($39k). These flanges represent a change in scope for the MTM contract and will be covered by an addendum but there is no need to include this in an ECP from a cost perspective. Mike, What is the time table for MTM to buy these flanges (if they haven't done so already? Bob, Does this represent a technical change in scope that would still need to be documented in an ECP?? Regarding my question regarding the "but for" issue, he said that there was a previous fireproof wall between the control room and the test cell that would have remained, only it was structurally unsound, and that we would always need this separation regardless of what experimental machine is sited in the building(s). And the other wall to be built would close off an electrical area on the first floor of the RF building that would also need to be done for code reasons. So, I think that he satisfied the "but for" in that these walls are not just being sited where they are based on the layout of the NCSX machine, and that they would be needed regardless of the project. I have attached a summary of my determination for more detail, but I believe we can fund this project from GPP funds based on the following: - Projected project value ($59.0k)is within GPP guidelines. - Walls will have a life of > 2 years. - Walls are an improvement to the building and will be added to its value. - Walls constitute a betterment because they are fireproof, and a code issue.
