Draft C1 of NCSX PEP
Bob and Wayne - I have the following comments on this draft of the
PEP:
1. There are many documents mentioned in the PEP that are not part of the
NCSX Documents and Records Plan. Examples are Project Control Systems
Description (page 1), ISM Plan (page 1), Systems Engineering Management Plan
(page 1), cost and Schedule Document (page 16).... We need to more carefully
integrate these two so that we have a well defined set of official documents and
records for NCSX and the control thereof.
2. More a question. ¶ 4.1.2.3 says "All other participants (i.e. industrial
or university organizations) are subcontractors to either PPPL or ORNL." I was
under the impression that PPPL was responsible for all procurements. These
seem to conflict.
3. ¶ 4.2.2.7 states that "The Project Control Manager reports to the
NCSX Project Manager and the Deputy Project Manager...." There are two Deputy
Project Managers - one for Program, one for Engineering. Which one is meant
here?
4. ¶ 4.2.2.8 has as QA responsibilities, the following:
a. "Implementing PPPL QA policies and procedures applicable to the
NCSX project." I don't know what this means. Did I write this? If this means
QA-xxx procedures, QA is not necessarily responsible for implementing these
procedures, the lab is since they are labwide procedures.
b. "Providing quality related services such as calibration,...,
testing, ...." Engineering provides all calibration services, except
calibration of health physics tools. Testing is the responsibility of the line
organization, not QA.
c. "Performing audits of compliance with, and assessments of
performance of, the NCSX
project and its plans and procedures." See my added words in
blue.
5. ¶ 8.3, change control levels. There is nothing lower than B (significant
changes to the GRD, changes to the project baseline). How are changes to
interfaces between major components or work activities performed by different
groups controlled?
6. ¶ 9.2 describes the PPPL Project Control System Description. I could not
find such a document on the PPPL web page. Does it formally exist?
7. Table 13-1, page 27: If the term "Proc Specs" means procurement
specifications, add that the PPPL PQA Engineer must review.
8. ¶14.1.3 says that "The technical baseline documentation approach will be
specified in a procedure before the initiation of Preliminary Design. " In
what documentation, by type, will it be specified? GRD? Indicate so.
9. ¶ 14.2 Replace with:
"The NCSX Project QA Plan (QAP) will demonstrate how the existing
PPPL and ORNL-FED Quality Assurance Plans and implementing policies and
procedures, in conjunction with additional NCSX specific project plans,
policies, and procedures will satisfy the requirements of the DOE Order on
Quality Assurance, 414.1A, and provide an appropriate level of quality for the
project."
10. ¶15.0, page 32, middle of the page, contains the statement "By
following PPPL procedures for work planning, where applicable." Does this mean
ENG-032, Work Planning Procedure? If so, we should reference it.
11. Annex I - As mentioned before, we should coordinate (combine?) the
Documents and Records Plan and this annex so that there are no
inconsistencies.
12. ¶ 4.0 and 5.0, page I-6. Since this PEP only covers up until first
plasma, the PEP should not address operational records or decommissioning and
dismantlement records. The PEP will be void before we enter these stages and not
relevant anyhow.
