Subject: NCSX PEP and Annexes and Glossary

Folks,

We would like to submit the draft PEP to Greg Pitonak sometime the week of
January 7th.  However, before we do this, we need to finalize several
sections of the PEP and its annexes.  I have attached the latest version for
your review and comment.  Please provide your comments back to me not later
than Friday, January 4th.

When reviewing this PEP, I believe that the following issues/concepts need
to be finalized:

(1) Only two annexes now => Records Retention Plan and Contingency
Guidelines. Glossary will be in a separate NCSX Procedure (this one and
probably the Configuration Control procedure will be needed for the CDR in
my opinion). I believe we will also need a Document Control Plan that
defines what documents will be controlled.  Will also need to finalize and
approve the WBS Dictionaries => Wayne and Bob
(2) Section 1 still calls out a Systems Engineering Plan to accompany this
PEP.  Is this still our approach or will this PEP act as the SEMP?  => Wayne
(3) Section 2.2.3 - Cost Objectives => revised slightly to reflect the
finalized agreement with OFES and PG as to what constitutes our cost target.
(4) Table 2-1 - Project Key Milestones => once teleconference on 18th held,
we should know the date for the CDR.  I believe that a delay until sometime
in mid-May would greatly improve the quality and completeness of our CDR,
but we need OFES okay to do this.=> Hutch and Jim
(5) Section 5 revised to only show WBS to one digit (e.g. WBS level 2) and
reflect that separate WBS dictionaries will be prepared and approved.
(6) Section 6 revised to reflect the definition of TEC as approved by OFES
and PG.  Funding profile in Table 6-1 consistent with the OMB 300 submittal.
(7) Section 7 - need to finalize the definition of the technical baseline.
Cost and schedule baseline pretty well defined in my opinion.=> Wayne
(8) Section 8 - I'm selling tickets for the Neilson/Reiersen arm wrestling
match on how we will do Configuration Control (just kidding!). => Wayne and
Hutch.
(9) Section 13 - we need to finalize what is included.  Will probably have a
separate Document Control Plan ala the one prepared for NSTX, but we need to
provide some type of overview here. Specifically, we need to review the
types of documents (e.g., this still lists SDDs, but I am not sure that we
will have them, rather I believe will have System Descriptions that will
describe the design at a point in time such as a design review, but these
will not be maintained. This should at least provide an overview of what
documents will be controlled.
(10) Section 14 - Systems Engineering and Technical Management => needs to
be overhauled to reflects Wayne's concepts.  If no SEMP to be prepared, then
this will have to serve that function. => Wayne

As you can see, we have a lot of work to do if we are to meet the week of
January 7th goal.  I have also attached both Annexes for your final review
and comment.  Also included the current glossary for your review and
comment.
