Wayne,

I have reviewed the SEMP in light of our discussions and Rich's comments
and, as promised, I have bled over much of this document to make it
consistent with other plans I have worked on.  The big changes were to
delete much of the PVR and CDR history and the discussions of CDs.  I
believe that is covered adequately in the PEP and need not be repeated in
the SEMP. I particularly did not like the figure or discussion on the CDs as
it applies to the Major System Acquisitions and not a project of NCSX
size -- for example the Independent Cost Estimate (ICE)and the External
Independent Review (EIR) are combined for NCSX and not separate entities.  I
have also reformatted the report slightly.  Finally, I have included a
sample SEMP format -- I could not find anything in Rich's comments that said
delete it.  My approach is to show a sample format (the actual format may
differ slightly, but at least this gives an indication of the format.  You
deleted the constraints table in your April version and did not include the
sample SEMP.

Thanks for squaring me away on the caption drill -- sorry I was so dense.

Just to make sure that I understand that the SEMP covers all the salient
points on SE:
(1) SE management - primarily addressed in SEct 2.1
(2) Requirements and Architecture Definitiion - primarily covered in Sect
3.2
(3) System Integration and Verification - primarily covered in Sect 3.5 and
3.6
