It is much improved. I do have an overarching concern. This document gets into project control issues (cost, schedule, and monitoring, including PCS etc.), which I do not think belong here. That is covered elsewhere and repeated here, at least in part. The other concern is that the relationship of this document to others is not clear, in particular, Lab procedures. Also the Engineering Work Planning document addresses many other issues customarily associated with systems engineering and they are not addressed here. Maybe all that is needed is to state that those aspects are covered by the Engineering Work Planning document and that will be used to address these issues. Is that your intent?
